The entrepreneurs from Orhei are interested in streamlining business reporting procedures

The representatives of Orhei business environment, including managers of companies and accountants, participated in a roundtable entitled Business Reporting: Streamlining Solutions organized by ASPROAGRO Association on June 3, 2009.

During this event, the experts of USAID|BIZTAR Project presented the results of the survey on reporting burden assessment, which covered 1200 accountants. There were discussed many solutions for reducing the reporting burden, especially for reducing the time spent by the accountants when traveling to different state institutions to submit the reports. The submission of reports accounts actually for 40% of reporting burden, according to the mentioned survey.

At the same time, the representative of the National Bureau of Statistics, Iurie Mocanu, talked about many achievements and objectives of the institution during the roundtable.

Mr. Mocanu mentioned that in order to meet the requirements of the economic agents that submit reports to the National Bureau of Statistics, the electronic reporting system is planned to be created, so, the largest part of reports can be collected through the web page of the NBS by 2010. The transit from the statistic research exhaustive methods to the selective methods is also being under consideration.

The Head of Statistics Infrastructure and Financial Reporting of the NBS, Iurie Mocanu, informed that the informational pressure on the economic agents with a number of employees up to 3 people or the annual turnover up to 300 thousand lei has been currently reduced. Hence, these companies have been excluded from the statistics surveys during the year.

The recent modifications include among other things the exclusion of registration procedure with the National Bureau of Statistics. Prior to this, during the registration procedures, the economic agents had to visit the National Bureau of Statistics to obtain the statistic codes: classifying code of the enterprises and organizations, classifying code of the management bodies, classifying code of administrative-territorial units, classifying code of the activities. Currently, the statistic codes are issued by the State Registration Chamber, so the economic agents should not travel to the National Bureau of Statistics to obtain the codes.

Victor Negruta, the President of ASPROAGRO Association, appreciated the information presented during the roundtable as useful and interesting. Mr. Negruta mentioned especially the suggestions regarding the automatization of reports submitted to the authorities. He added that although many taxpayers and economic agents, especially in the rural area, are not ready yet to apply the new technologies, need special training, the business environment needs an alternative to the existing reporting procedures.
