USAID|BIZTAR in partnership with the State Tax Service and the State Enterprise FiscServInform is launching the free downloadable Declaratia Rapida software and management system.
The event will be held on December 16, starting from 1:30 AM in the White Hall of Codru Hotel (127, 31 August 1989 str., Chisinau).
Declaratia Rapida is designed to support and streamline the relationship between taxpayers and State Tax Service. Taxpayers will be able to complete their reports, using tools for error checking and then print them as a barcode which will allow the State Tax Service to read the information using scanners provided by USAID. The developed system will serve as an efficient electronic support for taxpayers while filing fiscal reports.
For the State Tax Service Declaratia Rapida speeds the availability of the information from tax declarations. Currently the State Tax Service’s IT arm, Fiscservinfrom, has 67 people working in 2 shifts whose only job is to transcribe taxpayer declarations. These people will be able to focus more on new project developing and trainings as soon as the new technology will become popular among taxpayers.
Another advantage is that the transcription based on Declaratia Rapida, using the USAID provided scanner, is errorless. Currently, ccording to Doing Business reports, Moldovan taxpayers need 228 hours per year to complete their declarations. With Declaratie Rapida and improved measurement, that figure should be less than 200 hours in the next assessment.
The USAID/BIZTAR Project is working with the Government of Moldova to improve the business enabling environment. In particular, BIZTAR reduces bureaucracy affecting the private sector by streamlining tax administration, curtailing opportunities for corruption, improving access for citizens and businesses to government information, and strengthening the public-private sector dialogue.
