Chisinau entrepreneurs are interested in reducing the business reporting burden

The Chamber of Commerce and Industry of the Republic of Moldova, as a partner of USAID Business Regulatory and Tax Administration Reform Project (USAID|BIZTAR), organized a roundtable “Business reporting: streamlining solutions” for the business community on June 9, 2009.

This event has enhanced the dialogue between the business environment represented by managers and accounts of 10 companies and the authorities: State Tax Inspectorate Chisinau Municipality, Ministry of Informational Development, National Bureau of Statistics, and National House of Social Insurance.

During the roundtable, the economic agents brought up many suggestions to optimize and simplify the reporting to the public institutions. The participants in the roundtable discussed in part about the need and advantages of electronic reporting. The economic agents also welcomed the idea of one-stop-shop for collecting the data from different public institutions. The electronic reporting and one-stop-shop will allow for the exchange of data between the authorities and will reduce the time for reports.

The representative of the State Tax Inspectorate Chisinau Municipality, Olga Golban, mentioned that the pilot project “Declaratia Rapida” would be launched shortly. This will allow the taxpayers to fill in about 50 tax declarations in electronic format and their operative processing by the MSTI. “Declaratia Rapida” program will be distributed free of charge on CD or it can be downloaded from the web page of the Inspectorate: www.fisc.md.

Clara Sorocean, Head of General Division of Individual Record of Contributions of the National House of Social Insurance, affirmed that the institution she represents intends to achieve many objectives with the assistance of USAID|BIZTAR: excluding the registration procedure of the new company with CNAS, submission of reports in electronic format and offering possibilities of online verification of information regarding the social insurance contributions.

The moderator of the event, Sergiu Harea, Head of Economic Development Direction of the Chamber of Commerce and Industry of the Republic of Moldova, concluded that the application of the electronic system in the reporting process is a market-oriented necessity. In Harea’s opinion, the economic agents from the Republic of Moldova as component part of global market should operate with these methods, technologies as their competitors from abroad in order to be competitive.
