REQUEST FOR PROPOSALS — development of the Certification Center for issuing electronic certificates
USAID|BIZTAR Project announces a competition for selecting the company to carry out the development of the Certification Center for issuing electronic certificates (pki) within the Main State Tax Service. The offered solution will be integrated into the subsystems of the Main State Tax Service and will allow the possibility to perform all the processes related to issuance and use of the electronic certificate and digital signature.
The Project seeks to improve Moldova’s business enabling environment by reducing the administrative burdens on the private sector, streamlining tax administration, curtailing opportunities for corruption, and improving the access for citizens and businesses to government information.
- In general terms the objectives of this procurement are to:
- Establishing the principles of functioning of the Certification Center
- Identification of system users and roles
- Development of the policy for physical security access to the system
- Development of the software component according to the SOW
- Installation and configuration of the system
- Development of the system project documentation
- Conducting trainings for the SE “Fiscservinform” systems administrators and network engineers
- Requirements for Application Development Firms:
- Minimum 3 years of previous experience in developing information security systems with the use of RSA and DSA encryption.
- Proven corporate capability of implementing and integrating modern authentication, encryption and security mechanisms; - demonstrated experience in working with Public Authorities;
The RFP contains both the Terms of Reference for the Level 3 Corporate Certification Center and the full instructions for drafting the proposals.
The proposals should be submitted in a sealed envelope to the following address: USAID|BIZTAR Project, 202, Stefan cel Mare Bd., 4th floor, no later than December 4, 2009, 17:00.
