USAID|BIZTAR Licensing Reform Expert - Immediate vacancy

Background and position objective

USAID’s Business Regulatory and Tax Administration Reform Project (USAID|BIZTAR) is working to improve Moldova’s business environment by reducing the administrative burdens on the private sector, streamlining tax administration, curtailing opportunities for corruption, and improving the access for citizens and businesses to government information. The Project promotes enhanced private-public sector partnerships in support of policy reforms for a better business environment. It also stresses the creative deployment of information and communications technology (ICT) to reduce government bureaucracy and facilitate streamlined administrative processes.

Major duties:

The basic mission of this position is to advance effective regulatory and institutional reforms in Moldova’s registration procedures and construction authorization and, with respect to those, identify concrete improvements to the ‘Doing Business Indicators’. This includes One Stop Shop activity with the Chisinau mayoralty related to both construction authorizations and trade authorizations.

The position is established for the remaining 10 months of the project with a possibility of renewal depending on funding availability and performance.

Required qualifications:

  • A graduate degree in economics, business administration, or a related field.
  • A minimum of five years work experience, in fields related to regulatory and fiscal policy
  • A minimum of three years work experience in process improvements
  • Excellent understanding of Doing Business indicators and options for improved performance
  • A demonstarted ability to work with regional strategic partners, government authorities and middle level staff, local and international consultants.
  • Previous work experience with international development organization is desirable.
  • Excellent oral and written analytical and communications skills.
  • Good command of English, Romanian, and Russian language.
