USAID|BIZTAR Project announces a competition for selecting the company to carry out the development of the Case Management System for Tax Operations (Inspection, Appeals, and Legal Review) for the Main State Tax Inspectorate. The CMS System will provide improved tax administration and service provision to taxpayers by streamlining processes and enabling vastly improved management oversight of the tax inspection/appeal process.
The Project seeks to improve Moldova’s business enabling environment by reducing the administrative burdens on the private sector, streamlining tax administration, curtailing opportunities for corruption, and improving the access for citizens and businesses to government information.
In general terms the objectives of this procurement are to:
- Determine and analyze the software and hardware requirements
- Design the information system and create the technical project
- Develop the application according to the Terms of reference
- Install and configure the application
- Configuration of the application informational interface with all required informational resources
- Integrate the application into the security infrastructure of MSTI
- Develop the Module of Main State Tax Inspectorate
- Develop the Module of Territorial Tax Inspectorate
- Develop the Taxpayer’s Module
- Develop the module of public administration bodies
- Deploy the system
- Train the trainers of STS who will train the end users of the system (approx. 40 trainers)
- Train the SE ”Fiscsevinform” technical support team (3 engineers)
- Train the administrator of the system (1 engineer)
- Development of the Audit and Statistics module
- Development of the system documentation
- Provide a warranty for adaptive and perfective maintenance for 1 year from the date of official launch of the system
- Provide a warranty for corrective and preventive maintenance for 2 years from the date of official launch of the system
Requirements for Application Development Firms:
- Minimum 5 years of previous experience in Software Application development specifically based on Client-Server and multi-tier architecture;
- Proven corporate capability of developing and implementing data transmission systems through Internet or other type of network through secured or encrypted protocols;
- Proven corporate capability of implementing and integrating modern authentication, encryption and security mechanisms;
- proven web interfaces development experience ;
- demonstrated experience in working with Public Authorities;
