Medium term crediting for Savings and Credit Associations (SCAs)

The objective of the present manual is to describe the methods of examination, processing and management of loans  from the first solicitation up to the reimbursement. The manual was prepared to be used for medium term crediting in SCAs and for:

 -providing indications to the SCAs personnel in their daily activity;
 -nsuring a systematic approach of crediting at all stages of loan cycle;
 -nsuring uniformity of methods and procedures;
 -inimize time and effort for loan processing.

Manual content: In order to be useful , a manual needs to be understood. This manual has been prepared with the objective to anticipate all cases and contains standard forms and letters for these cases. Understanding the information is crucial in order to protect SCAs interests and interests of their members. The longer is the loan term, the bigger is the need to ensure a disciplined process of administration - detailed reporting ensures that the changes in the structure of the Council and other personnel should not damage the quality of the control over the loan  The detailed reporting ensures that in case a loan reimbursement is done through a court, SCAs should have a physical proof of all undertaken measures including warnings and notifications which were submitted. Forms should be developed in order to help people who solicit credits and people who process and manage granted loans. The forms are developed in the way to facilitate the presentation of important information in order to make decisions regarding crediting and administration. All forms have a similar standard, for making easier comparisons and references in case on performance monitoring,  as well as in case of field trips and recovery activities.

The manual was developed: with the financial support provided by Department for International Development of Great Britain and the company  Landell Mills Management Consultants. The publication of the manual was funded by USAID project  BIZPRO-Moldova.
