Our Mission

The Business Regulatory and Tax Administration Reform Project (USAID|BIZTAR) is working with the Government of Moldova to improve the business enabling environment and in particular to reduce bureaucracy affecting the private sector by streamlining tax administration, curtailing opportunities for corruption, improving access for citizens and businesses to government information, and strengthening the public-private sector dialogue.

The goal of USAID|BIZTAR is to reduce the cost of doing business in Moldova by addressing administrative burdens and by cutting red tape to make it easier for the private sector to comply with government requirements to obtain licenses, submit required reports, and pay taxes. To do this, USAID|BIZTAR is helping an important group of Moldovan government agencies to enact regulatory and procedural reforms to facilitate business access to government services. The principal government agencies assisted are: the Licensing Chamber, the Ministry of Construction and Territorial Development, the National House of Social Insurance, the National Bureau of Statistics, the Chisinau Mayor’s Office, the State Tax Service .

The project is working in two areas: Regulatory Reform and Tax Administration Reform.
